Öckerö community is on an island west of Gothenburg on the Swedish west coast. The fire brigade here serves ten islands with a combined professional and volunteer force. The brigade has a reputation for being in the forefront of developing new tactics and for deploying new technology. A project was started with the Swedish Rescue Services Agency in 1999 to develop a new concept for firefighting. The management at Öckerö felt that their needs would be better served by a more flexible structure and they wanted to be able to start up activities at a site with smaller initial resources.

The new tactic would require a light and fast vehicle sufficiently equipped to handle most emergencies. It has a crew of two and the coldcut™ cobra hand lance for firefighting and cutting purposes, a ladder, a fan and hoses and couplings and medical equipment for road accidents.

The coldcut™ cobra gives the staff of two the ability to safely attack a fire from the outside of a building and to cool down the fire gases inside. Öckerö is an important harbor with many commercial vessels, trawlers and leisure boats and the fire brigade is also using the coldcut™ cobra in case of ship fires.

The new unit and tactic has been in operation since 2003. Since then they have received many visitors from Sweden and abroad to study the Öckerö model.
